English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest study of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of councils are intending to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Planned Disposals

One local authority in southeast England said its property management strategy featured the sale of a retail complex in a local town and a community venue in another town to generate £20m over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Financial Strains

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise council taxes next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities this week also found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of difficulties confronting local leaders across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and need,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
