Fed Lowers Borrowing Costs for Second Time This Year Amid Financial Instability

The US central bank lowered borrowing costs on Wednesday, representing the second reduction this year during financial volatility stemming from the federal government shutdown and trade duties.

Decision Comes at Extraordinary Time for Federal Reserve

The decision to reduce the key rate by a quarter point to a span of 3.75% to 4% arrives at an unprecedented moment for the Fed. The authority has been under immense pressure to cut rates even with persistent inflation.

Central Bank Announcement Notes Job Market Changes

In a statement, the Federal Reserve said that the jobless rate had increased but remains low. “Job gains have slowed,” the statement notes. “Price increases has risen and remains somewhat elevated.”

Government Shutdown Complicates Central Bank’s Task

The continuing federal government shutdown, now one of the longest in US history, has also hindered the central bank’s task. Collection of important economic data has been suspended without a timeline as staff at the Bureau of Labor Statistics are on leave during the closure.

Data Gap Impacts Policy Decisions

The Federal Reserve usually studies BLS data to determine labor market conditions, including the number of new jobs added to the market and the current jobless percentage. The last jobs report was published in early September, prior to the closure, and provided a relatively bleak snapshot of the jobs market in the previous month.

The figure of jobs created to the market in the summer month was down by more than 100,000 since the earlier season, and unemployment crept up to 4.3% – the peak since 2021.

Alternative Reports Show Ongoing Slowdown

Though the bureau was set to release last month’s job market report in early October, it suspended its publication once the shutdown started. Private payroll firm ADP reported recently that the private sector eliminated 32,000 jobs in September, a indication that the job market is continuing to slow.

“Both the supply and demand for labor has fallen significantly,” Fed chair Jerome Powell said earlier this month, a trend he had previously said stems from immigration and tariff policies.

Price Data Shows Moderate Rise

Though the bureau’s jobs report has been suspended, the bureau still issued its inflation report for last month that indicated that prices are going up, although slowly. Prices increased 3% over the last year, the highest since the start of the year. In spring, the yearly price increase was two point three percent, the minimum it has been since three years ago. The Fed’s target price increase is 2%.
